University Grants Commission Warns Universities Amid Rising Student Complaints, Orders Strict Safety Measures

University Grants Commission (UGC) has instructed universities and other higher education institutions to undertake all necessary measures for keeping their students safe and healthy, as was done before.

These include setting up a student grievance and ragging committee in every university or institution, and maintaining strict compliance in respect of all regulations regarding hearing and surveillance related to various student problems such as fee structure, admission policies, and discrimination. Information regarding the proceedings of these committees is to be posted on the website of the UGC.

UGC has tightened its supervision over various universities and colleges due to an increased number of student complaints. According to a report, the UGC has received nearly 4,500 complaints regarding non-refund of fees in the last three years alone. The highest number of complaints pertain to the year 2024-25.

At the same time, cases of ragging are regularly reported in higher educational institutions. According to a report, 51 students died due to ragging between 2022 and 2024. The UGC has also directed all higher educational institutions to equip their campuses with CCTV and other measures to ensure student safety.

According to UGC officials, the attitude of higher educational institutions is a major reason behind the increase in student-related issues. Therefore, monitoring compliance with these rules is essential.

Meanwhile, UGC Secretary Manish Joshi has asked the Vice Chancellors of all universities to ensure strict adherence to student-related rules and guidelines. He has also directed affiliated colleges to ensure strict enforcement.
