The government has established a number of regulations for road driving, which have to be adhered by all. The most critical among them is a license for driving as well as registration. If someone drives a vehicle with no documents, he can have to pay a challan or can be taken to court. But there exist different kinds of vehicles which don't necessitate license or registration to drive.
The Ministry of Road Transport and Highways (MoRTH) has exempted certain electric vehicles from driving license as well as registration. If the top speed of an electric two-wheeler is up to 25 kmph and motor power of the installed motor is 250 watts or lower, then no RC or license needs to be obtained to drive such a two-wheeler.
This means that if you buy a vehicle whose top speed is limited to 25 km/h, then the traffic police cannot issue any challan against you. Even if the police stops you during checking, no penalty will be imposed if you give the correct information.
There are some small engine two-wheelers in India whose engine is less than 50cc and the top speed is not more than 50 km/h. Such vehicles are also exempted from the requirement of license and registration.
