What Is VB-G RAM G?

VB-G RAM G is the Centre's new rural employment law that replaces MGNREGA. It guarantees up to 125 days of wage employment to eligible rural households for unskilled manual work, up from the earlier 100 days.

The Act focuses on four areas: water security, core rural infrastructure, livelihood-related infrastructure and mitigation of extreme weather events. Its central planning tool is the Viksit Gram Panchayat Plan (VGPP), prepared with the participation of the Gram Sabha and Gram Panchayat, to identify each village's development needs, assets and gaps.

What Changed From MGNREGA

• More days: 125 days guaranteed instead of 100.
• Higher notified wages: The national average daily wage was raised from ₹298.8 under MGNREGA to ₹327.4 under VB-G RAM G.
• Funding split: Unlike MGNREGA, where the Centre bore all unskilled wage costs, most states now share costs 60:40 with the Centre, with a 90:10 split for Northeastern and Himalayan states.
• Farm-season pause: States can notify a pause of up to 60 days a year during peak sowing and harvesting, to ensure the availability of farm labour.

Why It Matters: Reading the Numbers Closely

The headline figures show wide reach, but a closer look raises questions worth watching.

Days per worker: 31.69 crore person-days across 10.88 crore active workers works out to roughly three days of work per active worker in the first three months. Part of this may reflect the monsoon sowing period, when states can pause work, but it will be important to see how close workers get to the 125-day guarantee over the full year.

Wages: The average wage actually paid, ₹283.24 per day, is lower than the notified national average of ₹327.4. The factsheet does not explain the gap, which could reflect differences in state-wise wage rates or the mix of work, but it is a figure to track.

Allocation: The factsheet puts the interim allocation to states and UTs at ₹93,841 crore, while the Centre had earlier released an interim allocation of ₹95,692.31 crore at rollout. The two figures may refer to different components, but the difference has not been explained.

The Debate Around the New Law

The rollout came after months of political opposition from several states over changes to funding, allocation of work and implementation. Critics, including economist Jean Drèze and opposition parties, have argued that the new structure weakens the legal right to work, while the opposition has also objected to the removal of Mahatma Gandhi's name.

The government has rejected the criticism. Rural Development Minister Shivraj Singh Chouhan has called the scheme "a step ahead of MGNREGA" and said misinformation is being spread about it.

The first three months show that VB-G RAM G has reached crores of workers, with women forming a clear majority. But the real test of a 125-day guarantee lies in how many days each household actually gets, how quickly wages are paid, and whether states can shoulder their new share of costs.
