By 2030, the Indian market for satellite communication is expected to develop at a 36% annual pace and reach a value of $1.9 billion. Starlink, a business owned by Musk, contends that administrative licence distribution follows international practice, whereas India's Reliance, led by Mukesh Ambani, maintains that auctions are required to ensure equitable opportunities for all.

At a New Delhi event, Telecom Minister Jyotiraditya Scindia stated that the telecom regulator will determine the price of the spectrum and that it will be allocated administratively in accordance with Indian rules. "If you decide to auction it, you will be doing something that is different from the rest of the world," he stated.
