The nomination process for Rajasthan's much-anticipated urban local body elections officially kicks off on Thursday, opening the door to what is arguably one of the most consequential civic exercises the state has seen in years. Nominations will be filed for 10,245 wards across 309 urban local bodies, marking the first local body elections to be conducted under the 'One State, One Election' framework. Even as the nomination window opens, the state's two dominant political forces — the Bharatiya Janata Party (BJP) and the Congress — have yet to finalise their candidate lists. Both parties are expected to announce their tickets on August 28 or 29, leaving independent candidates likely to be among the first to formally file their nominations on Day 1.
Thousands of aspirants have reportedly sought tickets from the two major parties for councillor posts. With more than 12 major parties expected to contest the elections, the process of scrutinising, negotiating and finalising nominations is expected to take significant time and internal manoeuvring.
A Shortened Nomination Window
Although the official nomination period runs from August 27 to August 31, aspirants will actually have only three functional days to file their papers — August 27, 29 and 31. August 28 has been marked off for Raksha Bandhan, while August 30 falls on a Sunday. That compressed timeline puts additional pressure on both parties and applicants to be organisationally sharp and paperwork-ready.
Jaipur Sets Up 15 Returning Officer Stations
To handle the massive administrative load, the Jaipur Municipal Corporation has established 15 Returning Officer (RO) offices to facilitate the nomination process. The multi-station approach is designed to prevent bottlenecks and ensure that candidates from different wards can file their papers efficiently across the abbreviated window.
A Ticket Race That Is Overflowing Into the Streets — And Into Hotels
The race for party tickets has intensified sharply. Large numbers of aspirants have gathered at the BJP and Congress state headquarters, meeting senior leaders and lobbying for allotments while the parties scrutinise profiles, backgrounds and electoral viability.
The rush has spilled beyond the political headquarters and into Jaipur's hospitality sector. Several hotels in the state capital are reportedly seeing high occupancy as ticket aspirants and party workers stream in from different districts — a subtle but telling indicator of just how competitive this election is becoming at the ground level.
No Home Voting: Elderly and Sick to Travel to Booths
In a notable procedural shift, the Rajasthan State Election Commission has not introduced a home-voting facility for these elections — unlike the Lok Sabha elections, when the Election Commission of India offered it for eligible elderly and specially designated voters.
As a result, voters including elderly and sick persons will have to physically visit polling stations to cast their votes. That decision is likely to trigger conversations around accessibility in future civic elections, especially in a state with an ageing rural voter base spread across large geographic distances.
Polling Date Adjustments Around Festivals
The State Election Commission has already revised polling dates for select urban bodies to accommodate festivals and other considerations. In Pali Municipal Corporation, voting will now be held on September 11 instead of September 9 due to Paryushan Mahaparv, an important Jain festival. In Fatehpur Municipal Council in Sikar, polling has been moved from September 11 to September 9. Meanwhile, in Bikaner Municipal Corporation, voting will now take place on September 9 instead of September 11.
Two-Phase Elections in Ajmer and Khairthal-Tijara
Elections to 315 urban wards in Ajmer district will be conducted in two phases. The first phase will cover Pisangan, Nasirabad, Kekri, Sarwar, Tantoti and Sawar. The second phase will cover Ajmer Municipal Corporation, Kishangarh Municipal Council and Pushkar Municipal Council.
Similarly, elections in seven urban local bodies of Khairthal-Tijara district will be conducted in two phases. The first phase will cover Khairthal, Tijara and Bhiwadi, while the second phase will cover Kishangarhbas, Mundawar, Kotkasim and Tapukara. This staggered approach is designed to keep the administrative machinery workable while ensuring polling security and voter turnout aren't compromised.
