The central government said that India's urea imports more than doubled to 5.862 million tons during April-October this year to meet domestic demand. The government also emphasized that it has ensured an adequate supply of fertilizers for farmers during the summer sowing season.
"Between April and October 2025, India imported 58.62 lakh tonnes of agricultural-grade urea," the Ministry of Chemicals and Fertilizers said in a statement. During the same period last year, 24.76 lakh tonnes were imported. Additionally, imports of 17.5 lakh tonnes have already been scheduled for November and December.
The Department of Fertilizers stated that it has ensured adequate availability of fertilizers, including urea, across the country during the Kharif 2025 season. The government ensured that farmers received the required quantity of urea without any shortage.

According to the government, urea availability stood at 230.53 lakh tonnes. The estimated requirement was 185.39 lakh tonnes. Sales during this period stood at 193.20 lakh tonnes. The government stated that these figures indicate adequate supply of urea in the country. Farmers consumed approximately 4.08 lakh tonnes more urea in Kharif 2025 than in Kharif 2024. To bridge the gap between domestic production and rising demand, the government made significant efforts to promote imports.
The department stated that the increased imports not only met the increased demand for urea during Kharif 2025 but also helped build adequate buffer stocks for the upcoming Rabi season. According to the statement, urea stocks in the country increased from 48.64 lakh tonnes as of October 1, 2025, to 68.85 lakh tonnes as of October 31, 2025.
Domestic urea production in October 2025 reached 26.88 lakh tonnes, an increase of 1.05 lakh tonnes from the same month last year. The average monthly production between April and October was approximately 25 lakh tonnes.
