Government Approves ₹1,237.58 Crore Investments Under PM-SETU to Upgrade ITIs Across Three States

These proposals have been approved during the fourth meeting of PM-SETU National Steering Committee held in New Delhi on Tuesday. The meeting chaired by the Ministry Secretary Debasree Mukherjee decided to implement PM-SETU in all 200 identified ITI clusters.

This paves the way for states and union territories to implement the scheme with industry participation. The committee also approved measures to simplify implementation, increase industry participation, and encourage greater participation of public sector undertakings (PSUs). The initiative began with industry groups that have come forward for three states.

Under the Strategic Investment Plans (SIPs) worth ₹1,237.58 crore, Jindal New Opportunities Limited has been approved as anchor industry partner for a cluster in Odisha, ArcelorMittal Nippon Steel India for a cluster in Gujarat, and Apollo Medskills, M/s. Shri Siddharth Infratech & Services (I) Private Limited (SSISPL), and M/s. Newland Foundation for three clusters in Telangana. These SIPs have been implemented on the recommendations of the respective state steering committees.

It is noteworthy that in the Union Budget 2026-27, an allocation of ₹6,000 crore was made for the PM-Setu scheme, announcing it with a budget of ₹60,000 crore. Of this ₹60,000 crore, the central government's share is ₹30,000 crore, the states' share is ₹20,000 crore, and the industrial partners' share is ₹10,000 crore.

Prime Minister Narendra Modi launched this scheme at the Skill Convocation in October 2025. The scheme is being implemented on a spoke and hub model. 200 ITI clusters have been identified across the country. Each cluster will consist of a hub ITI, along with four spoke ITIs. All of these are to be upgraded to meet modern requirements.
