Production incentives have become a major part of the industry’s financial calculations. New York’s film production programme offers a 30% tax credit on qualifying production expenses, with additional incentives available for eligible projects. Its programme is funded at $700 million annually through 2036. The state has also expanded incentives for independent films and introduced additional support for companies producing multiple projects locally.
California has responded with an equally consequential policy shift. Its expanded Film and Television Tax Credit Program increased the annual allocation from $330 million to $750 million, beginning in July 2025. In September 2026, the state also announced further legislation to support production and create a tax credit for post-production work, including editing, sound and visual effects.
These amounts need careful interpretation. The $700 million and $750 million figures represent annual programme funding or tax-credit allocations, not cash handed to studios in a single transaction. Actual credits depend on eligibility and qualified expenditure. Nor should a state’s total production spending be confused with the public money used to incentivise it.
California Is Fighting Back
California’s traditional advantages remain substantial: established soundstages, experienced crews, specialist suppliers, post-production facilities and proximity to major entertainment companies. These are not assets that can be recreated simply by offering a generous tax break.
The state’s latest figures suggest its strategy is beginning to attract projects. During the fiscal year from July 2025 to June 2026, California’s expanded programme awarded 170 projects representing $6.6 billion in direct production spending, including $4.3 billion in qualified expenditures and $2.58 billion in qualified wages. The projects represented 34,921 cast and crew jobs.
That is a substantial economic footprint, but it does not prove California has regained all the production it previously lost. FilmLA recorded 19,694 on-location shoot days across Greater Los Angeles in 2025, down 16.1% from 2024. Its first-quarter 2026 update showed a modest improvement from the preceding quarter, but filming remained 3.3% below the same period a year earlier.
The distinction matters. Tax incentives can encourage productions to return, but they cannot instantly restore a full production pipeline. Projects take time to approve, schedule, finance and shoot. California’s recovery is real in the programme data; a complete industry comeback is still a different claim.
Why New York Has A Credible Advantage
New York offers more than tax relief. Its streets, architecture and varied locations can double for multiple cities, while its established production ecosystem supports television, independent cinema and major studio projects. For some productions, location authenticity is commercially valuable; for others, a controlled soundstage is more practical.
The state also has an opportunity to attract productions that might otherwise look overseas. A competitive incentive can influence where a project spends its budget, particularly when the production requires substantial local labour, facilities and services.
But there are limitations. New York is not automatically cheaper than California, especially for productions requiring extensive location work in expensive urban areas. Incentives also come with eligibility rules, application windows and spending requirements. If a production’s preferred locations, crew or facilities are elsewhere, the arithmetic can still favour another destination.
The Winners And Losers Beyond The Screen
The benefits of attracting a production extend far beyond actors and directors. Film crews hire caterers, drivers, construction workers, costume specialists, electricians, hotel staff and equipment suppliers. Post-production work creates opportunities for editors, sound engineers and visual-effects artists. A single production can circulate money through businesses that rarely receive a credit in the closing titles.
The downside is that production work can be volatile. Projects move, schedules change and jobs disappear when a series ends or a studio delays its next slate. Tax incentives also have a public cost: governments must consider whether the economic activity they attract justifies the credits awarded, including whether some productions would have filmed locally anyway.
The most useful measure, therefore, is not how many famous productions a state announces. It is how much sustained local employment and additional economic activity those productions generate.
Hollywood Is Becoming A Network, Not A Place
New York’s rise does not mean California has lost its identity as an entertainment centre. The more plausible future is a distributed industry in which production, post-production, visual effects and other work move between locations according to cost, capability and creative requirements.
For studios, that flexibility can improve budgets and reduce financial risk. For local economies, it creates opportunities, but also competition for public incentives and the danger of relying on an industry whose spending can change direction quickly.
Hollywood may still be a place in the popular imagination. In business terms, it is increasingly a decision made on spreadsheets.
